Explain DIM wording with common network terminology, introduce concepts unique to DIM.

Network engineers read DIM output with RFC and RIR vocabulary in mind,
and several words mean something else in DIM. New page
dim/doc/terminology.rst maps each DIM term (ipblock, Container, Subnet,
Pool, Delegation, Static, Reserved, Available, layer3domain, allocate)
to the closest standard term, quotes the source verbatim with section
numbers and states the deviation. RIPE policy (RIPE-826, RIPE-738) and
DIM-only concepts are labelled as not RFC.

It explains in particular what a Delegation is (a block cut out of a
pool's Subnet for one consumer), why pools exist (automated
provisioning) and that DIM cannot tell a Subnet configured on an
interface from a range of BGP-announced service addresses.

Verified against the code while writing it: /31 Subnets get both
addresses Reserved by default, /127 Subnets one of the two, and the
gateway address is not reserved at all.

Follows "fix(dim): never hand out the subnet gateway automatically".

The change that made automatic allocation skip the gateway was dropped:
DIM cannot know the gateway convention of a network (first, last, .10
address). Interface and VRRP addresses are protected by registering
their DNS names, which makes them Static.
