PBPZ: Add zone drawing command

Add support for a /pbpz show command that works like /dynpvp show:

• draw all active PBPZ zones within a configurable radius of the invoking player, ignoring height
  • zone geometries
  • text labels for zone name and ID (and possibly building/shelter/tugboat type), colored based on whether pending deletion
• draw text labels for zones pending creation, in a different color than above

Configurable settings:

• duration
• distance
• command
• permission

Language entry needed to provide feedback on show command usage.
