Version bump in catlab/__init__.py, CITATION.cff (version and date),
README (badge, header, file tree, version table, citation) and the
CHANGELOG heading ("Unreleased" -> "v3.8.0"), so the release workflow
finds its section.
The citation now points to the all-versions DOI; the v3.8.0-specific DOI
is minted by Zenodo on release and can be added afterwards.
