List the webhook avatar upload route (GRYT-1185) - #115

The server has POST /api/uploads/webhook-avatar now, which resizes a webhook's avatar like any other. The uploads table lists it. The Pictures section says avatar_url is resized to 256 px, and the vendored webhook spec picks up the new avatar_url description. Co-Authored-By: Claude Opus 5 <[email protected]>
