ci: update pinned actions and retry stalled apt mirrors - #13

Update mise-action to 5.2.3, CodeQL to 4.39.1, download-artifact to 8.0.2 and upload-artifact to 7.0.2 across the root and payload workflows. Install native test tools through scripts/native_tools.sh: each apt download runs under a deadline, retries switch from the runner's Azure mirror to archive.ubuntu.com, and dpkg runs only once every package is cached. Retry a failed Playwright browser install up to three times.

It is used by both ci.yml and sonar.yml.playwright install --with-depsis retried up to 3 times. There is no deadline on it because it may be running dpkg.template/scripts/*.sh.
