fix(models): merge legacy project models.json with the global config - #2477
Relates to #2163, but does not close it — see the Scope note below.
PR type
Bug fix
Summary
readSavedModelConfig/readSavedModelConfigAsync returned the global models.json verbatim and never read the legacy project-local .pi/gentle-ai/models.json whenever the global file existed, even an empty one. A bundled upgrade that creates an empty global config home therefore silently discarded every repo-level override (e.g. review-risk) with no warning.
Scope note
#2163 asks for migration of the legacy global config home (~/.pi/gentle-ai, used before bundling) into the bundled config home, or a warning naming the unmigrated files there. This PR does not implement either of those. It fixes a different, narrower bug: the project-local override file (<repo>/.pi/gentle-ai/models.json) being silently dropped as soon as any global models.json exists. The two files share only a name — unrelated paths, unrelated problem. #2163's actual migration/warning ask stays open and untouched by this PR.
Changes
File
Change
lib/model-routing-authority.ts
readSavedModelConfig/Async now merge global and legacy project-local config: project-only agent entries still apply; a same-name entry prefers the global one. An invalid global file still short-circuits; an invalid project file still surfaces as invalid from this raw function.
extensions/gentle-ai.ts
The cwd-based effective-routing wrapper (used by readModelConfig/Async, consumed by agents/review) now tolerates an invalid legacy project file by falling back to the global-only result instead of collapsing to empty — needed because the project file is now read even when global is valid. When a pinned or active profile exists and the global file is present, the merge's second input (secondaryMergeSourcePath) resolves to the global path itself, not the project-local file — merging the project file in here would resurrect agent entries the profile deliberately omitted, since the profile's own stored snapshot (activeProfileRoutingSnapshot) is already a complete, filtered view. /gentle:status and export still read the raw function directly, so a broken legacy file still surfaces to the user there. applySavedModelConfig does not: it now shares the reader's active-profile branch (resolveCurrentProfileTarget + activeProfileRoutingSnapshot), so applying while a profile is active and the global file is missing uses the profile's own stored snapshot instead of the raw merge — keeping the same omission guarantee on apply as on read.
tests/model-routing-authority.test.ts
Covers project-only keys surviving the merge, global precedence on a shared key, an invalid project file next to a valid global file, and the active-profile omission guard above.
docs/readme-reference.md
Describes the merge (and its active-profile exception) instead of the old global-file-must-be-absent fallback.
Test plan
RED before the fix (existing direct-merge test failed as expected).
Full tests/gentle-ai.test.ts (routing/status/export/apply/profile consumers): 135/136 pass. The one failure (the profile pin scope note sanitizes its worktree-derived path) reproduces identically on a clean upstream/main checkout with no source changes — a pre-existing Windows-only incompatibility unrelated to this fix (the fixture embeds literal ESC/BEL control bytes in a directory name, which NTFS rejects).
Typecheck: 0 diagnostics.
gentle_review assess: risk medium, reviewDue: false (under budget) — no separate native review required for this candidate.
Without an active or pinned profile, project-specific model settings are combined with global settings: project-only entries remain available, and global values take precedence for matching entries.
With an active or pinned profile and a global configuration file, routing uses the global configuration and excludes legacy project settings.
If the global file is missing, routing uses the profile’s stored settings, or an empty configuration if none are stored. Without a profile, legacy project settings remain available.
Invalid configuration files are handled consistently, with readers falling back to valid global settings or an empty configuration.
readSavedModelConfig/readSavedModelConfigAsync previously returned the
global models.json verbatim and never read the legacy project-local
.pi/gentle-ai/models.json whenever the global file existed, even empty.
A bundled upgrade that creates an empty global file therefore silently
discarded every repo-level review-role override with no warning
(gentle-shell#2163).
Merge instead: project entries apply, same-name global entries win.
An invalid legacy project file still only blocks the effective-routing
readers (readModelConfig/Async); it never masks a valid global result
there, and /gentle:status, /gentle:models export and apply keep
surfacing it as invalid, unchanged.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
Saved model configuration now merges project and global entries, with global values taking precedence for matching names. When a project legacy file is invalid, the saved-config readers retry the global file.
The synchronous and asynchronous readers merge valid global and project configurations. Project-only entries remain, and global values override duplicate names. Tests and documentation reflect these rules.
Both saved-config readers retry the global file when the authority reports an invalid project legacy file. They return the global config if valid, or an empty valid config otherwise.
Several model-configuration paths bypass the new profile-aware source selection. Saving from /gentle:models can write a legacy project route that the active profile deliberately omitted into the global config. Route these consumers through the shared reader before merging.

Explanation
The title names the main change: project-local legacy models.json entries are now merged with the global model config. It matches the changeset, which changes readSavedModelConfig and readSavedModelConfigAsync to merge valid global and project configs and adds tests for that merge. The title does not mention the active-profile snapshot exception or the legacyProjectMergePath rename. Those are secondary details, so the title is still accurate.

CodeRabbit review findings on PR Gentleman-Programming#2477:
- readSavedModelConfig/Async treated an invalid global file as an
invalid-project fallback when modelConfigPath(cwd) and
legacyProjectModelConfigPath(cwd) resolve to the same file (cwd is the
home dir under the default layout), silently hiding a real invalid
global config behind an empty-but-valid result.
- The legacy-project merge could resurrect a stale .pi/gentle-ai/models.json
entry for an agent an active or pinned profile deliberately omits, both
on read (readModelConfig) and at startup/reload materialization
(applySavedModelConfig -> applyModelConfig), undoing the profile's clear.
legacyProjectMergePath(cwd) now points the merge's project input at the
global file itself whenever a profile pin or active profile is in effect,
making the merge a no-op there; a direct path-coincidence guard covers the
non-profile case. export, /gentle:status, the models panel loader, and the
apply-global diff keep reading the raw merge unchanged, as already
documented in this PR's description.

…ore a global file exists
CodeRabbit review finding on PR Gentleman-Programming#2477 (commit a6acf25): bootstrapProfilesFile
activates a profile from a read-only effective-config snapshot the first time
/gentle:profiles or /gentle:models is opened, without ever writing the global
models.json file. The previous legacyProjectMergePath treated any active
profile as a complete routing snapshot and switched the merge to the global
file alone -- but when that file is still missing, the merge collapses to
status: missing, silently dropping legacy project-only routing that was
visible a moment before bootstrap ran.
legacyProjectMergePath now only trusts an active/pinned profile once the
global file actually exists; a still-missing global file falls back to the
legacy project path exactly as if no profile were active yet.
…ng back to its own snapshot
CodeRabbit review finding on PR Gentleman-Programming#2477 (commit 23b6d76): once that commit
started falling back to the raw legacy project models.json when an active
profile exists but the global file is still missing, an agent the profile
deliberately omits (relying on inherit) could be resurrected if the legacy
file still had a stale entry for it -- the legacy file was never filtered by
the profile's omissions, unlike the profile's own stored config.
readSavedModelConfig/readSavedModelConfigAsync/applySavedModelConfig now read
the active/pinned profile's own stored snapshot (profiles.json) instead of
the legacy project file in that one case: the profile's snapshot is already
complete (bootstrapProfilesFile seeds it from the full effective routing),
so it can never let a stale legacy entry override a deliberate omission.
Also resolves the current profile target once per read instead of twice,
which had made one existing apply test balloon to ~57s.
Thanks @aiorellana502. The merge mechanics in lib/model-routing-authority.ts are reasonable, but this PR does not do what it claims and bundles a second behavior change:
activeProfileRoutingSnapshot/legacyProjectMergePath change behavior when a profile is active, which contradicts the documented fallback rule the PR itself rewrites. If project-level routing should lose to a global file once a profile resolves, that is a separate decision worth its own PR, and the naming needs to match what the functions do (legacyProjectMergePath returns the global path).
Please split the profile-snapshot machinery out, point the PR at an issue that matches what the merge does, and reconcile docs/readme-reference.md with the new behavior.
Rename legacyProjectMergePath to secondaryMergeSourcePath: with a
pinned or active profile and an existing global file it resolves to
the global path itself, not a legacy project path, so the old name
was misleading. Document that exception in the PR body, the function
comment, and docs/readme-reference.md, which previously described the
merge as unconditional.

Apply profile-aware source selection to all saved-config consumers.
A pinned or active profile, an existing global models.json, and a project-only legacy entry can trigger this path. /gentle:models reads the project-only entry through its direct legacy-path call, then writes the unchanged panel configuration to the global file. This can restore a routing entry that the profile deliberately omitted.
exportSavedModelConfig, the profile-apply comparison, and gentle:status use the same incorrect source selection. These consumers must use readSavedModelConfigAsync(ctx.cwd).
Apply the same replacement to the gentle:status read.

Renamed legacyProjectMergePath to secondaryMergeSourcePath and documented the active-profile exception explicitly: in the function comment, in the PR body's Changes table, and in docs/readme-reference.md (which previously described the merge as unconditional, which it isn't once a profile is active).
Let me know if the scope note needs more detail or if you'd rather see this split differently.
Thanks @aiorellana502, this revision addresses almost everything: the issue link is now honest (Relates to #2163), the docs match the code including the profile-active exception, and the renamed secondaryMergeSourcePath with the coincidence guard and test is the right shape.
One last correction before we can merge: the PR body still claims "/gentle:status, export and apply keep using the raw function unchanged", but the diff rewrites the apply path (applySavedModelConfig now flows through resolveCurrentProfileTarget + activeProfileRoutingSnapshot, with two new tests covering it). Please update that scope line so the disclosure matches the diff.
After that: add a type:* label if needed and we will run the required checks on the new head.
Thanks for catching that, @decode2. Fixed — the extensions/gentle-ai.ts row in the Changes table no longer claims apply is unchanged. It now says /gentle:status and export still read the raw function directly (so a broken legacy file still surfaces there), while applySavedModelConfig shares the reader's active-profile branch (resolveCurrentProfileTarget + activeProfileRoutingSnapshot) and keeps the same omission guarantee on apply as on read.
On the type:bug label: I can't self-apply it (not a repo collaborator, same addLabelsToLabelable permission error as on a previous PR) — could you add it when you get a chance?
