chore(beads): add the beads tracker, synced through a private remote so bead text never lands here

Agents working here had no issue tracker, so open work lived in chat history and was gone by the next session. Every own repo now tracks its work in beads, and bead text never goes into git.

This adds the tracker setup and no bead data:

• .beads/ with its .gitignore, README.md, config.yaml, metadata.json and the five git hooks. Issue prefix web-mirror.
• sync.remote names a private remote, giteaer/web-mirror-beads, so bd dolt push never sends the tracker to this public repo. dolt.auto-commit is on.
• The root .gitignore ignores .beads/issues.jsonl, .beads/interactions.jsonl and .beads/events.jsonl, so an export can't be committed by accident.
• The beads block in CLAUDE.md and AGENTS.md, and the SessionStart bd prime hook in .claude/settings.json. AGENTS.md is new. The block sits after the LynxPrompt footer in CLAUDE.md, so a regenerate may drop it.

No code or CI changes.
