Refresh the MCP and BLAST job runtime stages from Debian 12 to patched Debian 13. Application source, Cargo locks, Rust builder, BLAST+ 2.17.0 checksum, UIDs, and service interfaces remain unchanged; no database migration.
Validated: all eight CI checks passed; BLAST image smoke creates fixtures and executes a real search; both candidates pass production-host checks with separate scratch job state. Separate Cargo.lock scans cover 95 BLAST / 264 MCP packages with no findings. Image scans reduced each helper from 4 critical/65 high to 0 critical/47 high (remaining highs have no listed fix).
Deployed October 15 with scoped downtime approval, alongside nginx 1.30.6. Three-service stop-to-verified interval 4.4 seconds. Public MCP initialization/25-tool discovery, Notch/wiki calls, and real BLAST submit/status/results pass; main website untouched. Original stopped containers/images retained. Operational scripts and release record: FlyBase/docker_production PR60.
