docs: adopt the fleet PR template as the org default - #41

29 repos carried an identical repo-level template (Summary, Changes, Testing, Checklist) that shadowed this default, so the default applied almost nowhere. Make that template the default; the per-repo copies are removed in each repo so this one applies org-wide.

Summary
The org default PR template is now the one 29 repos already carried: Summary, Changes, Testing, and a Checklist with a CI line. A repo-level template shadows the org default, so until now this file applied almost nowhere.
