Pull request overview
Adds a GitHub CODEOWNERS file to establish default code ownership for the repository, aligning review/approval routing with the referenced “FOC Engineering Workstreams” proposal.
Changes:
- Introduces
.github/CODEOWNERSwith repository-wide ownership (*) assigned to@rvaggand@beck-8. - Adds in-file comments referencing the source proposal for traceability.
