This PR prepares FS.GG.Workspace.Template 0.19.3, which carries the FS.GG.Wasm 0.7.0 receiver from #748 (FS-GG/FS.GG.Game#727). Refs FS-GG/.github#4710 and #4709. It is source selection only: the tag, the release run, both feed readbacks and the post-publish pins remain separate. INSTALLED_ADMISSION = None.

Version and self-pins (following #735)

• FS.GG.Templates.csproj <Version> goes from 0.19.2 to 0.19.3, with its release note.
• The FS.GG.Workspace.Template:: self-pins move to 0.19.3 in all five providers: console, fable-bindings (with its effective-provider line), fable-game, python and web.
• Rendering 0.32.3 defaults are unchanged from 0.19.2.

Current public adoption (fdev decision on #4710)

0.19.3 becomes the current public template, and 0.19.2 stays an accepted historical successor.

• ReferencePublication:
  • wasmSuccessors becomes 0.19.0, 0.19.1, 0.19.2, 0.19.3;
  • currentPublicSuccessors becomes 0.19.2, 0.19.3. Both are admitted on the provider and Wizard routes; the WASM-only successors stay direct-only.
• Checker --mode wasm gate: 0.19.3 only. 0.19.2 carries the 0.3.0 receiver, and the checker asserts [0.7.0].
• Checker current-public cohort: now a per-version table (current_template_shas, current_template_revisions, current_descriptor_shas).
  • 0.19.2 keeps its read-back identities.
  • 0.19.3's slot is empty and refuses every route until the post-publish pin PR fills it from the published bytes. Those hash pins require the published bytes.
  • The Wizard/overlay/public-default branches now key on cohort membership instead of version == 0.19.2. Wizard 0.21.0 and SDD 2.4.0 are unchanged.
• Dispatch input descriptions and the caller comment are updated: the post-publish PR moves the caller's four pins and fills the cohort slot.

Tests

• F# ProviderComposition:

  • the 0.19.3 successor closes the WASM source closure;
  • a partial 0.19.3 refuses;
  • the 0.19.3 descriptor pin cannot select 0.19.2;
  • 0.19.3 closes the direct, provider and Wizard receiver routes;
  • the unselected version is now 0.19.4.

  Run locally with the official SDK 10.0.401 and clean caches, it prints 209 PASS lines.

• Stale PASS-count assertion fixed: 192 → 209 in fable-external-reference-source.yml and its self-test. main already prints 203 (measured), because Select the current public 0.19.2/SDD 2.4.0/Wizard 0.21.0 cohort for public reference qualification (Refs FS-GG/.github#4709) #739 added 11 tests and the count step only runs on non-PR dispatch, so the stale 192 would have failed a real dispatch.

• Preflight (Python):

  • the wasm cases use 0.19.3;
  • wasm refuses 0.19.2, with its 0.3.0 receiver;
  • the historical route cannot claim 0.19.3;
  • 0.19.3 full/templates refuse until its cohort slot is filled, and the slot structure is pinned.

  The 0.19.2 full and templates cohorts are still accepted. Result: 173 OK with the pinned owner, and OK with 7 skipped without it.

• Also passing: test-external-reference-public.py, verify-external-reference-workflow.py and check-provider-floors (28/28).

After this merges

1. A publication request on #4710: tag fs-gg-templates/v0.19.3 at this PR's merge commit. fdev GO-reviews it and pushes the tag.

2. After publish and byte verification, the pin PR:

   • caller TEMPLATE_VERSION, PUBLISHED, PACKAGE_SHA and DESCRIPTOR_SHA;
   • the checker's 0.19.3 cohort slot, filled;
   • the tests that pin them.

   That PR lifts the installed-C fence.

3. One read-only fable-reference-public full run on the published 0.19.3 pairing (Wizard 0.21.0 + 0.19.3 + SDD 2.4.0), recorded on #4709.
