Done when

Complete the remaining active non-Core external NuGet and .NET tool baseline in FS-GG/.github identified by the accepted #5252 census. Refresh authoritative listed-stable metadata beside implementation. Expected candidates are Microsoft.NET.Test.Sdk 18.11.0, xunit.runner.visualstudio 4.0.1, FsCheck.Xunit 3.6.0, Microsoft.Data.Sqlite 10.0.14, Akka and Akka.FSharp 1.5.73, plus distributed fake-cli 6.2.0 and Fantomas 8.1.0; verify rather than blindly trusting these observations. Audit related active declarations and affected lock graphs, including the distributed tooling source, and document any concrete additional candidate or incompatible target.

Sequence final source assembly after #5253's FSharp.Core source, preserving its public-feed source policy and actual Core403 closure. Regenerate affected locks with the selected SDK403 in isolated stores; preserve all unrelated package edges unless real resolution requires a documented change. Make required compatibility changes in the same PR. Run meaningful affected Core/GitHub/Projection and tool-consumer checks, package source/manifest checks, independent exact-candidate review and actual required CI. Record original failures and verified repaired behavior, the normal merge commit and scoped acceptance.

This accepts the shared source baseline only. Coherent publication is integrated with #5253 and parent #5251 before any consumer pin moves; do not create a competing release identity or claim installed adoption from this PR. SDK upgrades, FSharp.Core, internal FS.GG package/registry pointers, Actions/container/native dependencies, Playwright suites and the separately qualified Quint toolchain remain explicit parent work. Frozen qualification inputs, historical evidence and ahead-of-public candidates retain their established roles; no blind history rewrite or downgrade.

Accepted shared source baseline: PR #5258 merged as c914942. The delivered tree is exactly reviewed source 88f0d93 plus the independently accepted historical progress report; product, dependency, repair and manifest bytes match the qualified candidate.

Next action

No remaining effect in this source-only Delivery. Programme/root continues coherent 0.114.4 publication and consumer adoption under #5253/#5251 and reconciler activation under #5206/#5136.

None for the accepted source scope. Publication and installed receiver effects remain open in their owning records.

Acceptance evidence

Independent component, assembly and narrow census review passed. All ten required checks passed. The original corrected engine run https://github.com/FS-GG/.github/actions/runs/41483593710 succeeded on recorded synthetic checkout d3b4bef. Actual delivered tree 359cc55d6f93f5be13f317f1850e05a67ecbe3a2 adds only the accepted report to that reviewed candidate; no false full-tree identity claim. Original stale-census failure and earlier superseded run conclusions are retained. Nonrequired projections run 41483593538 ultimately reports cancelled despite all fourteen steps, including Complete job, reporting success and complete passing logs; cause remains Unknown. Root retains that aggregate discrepancy rather than labeling it green; actual projection controls and the separate required projection check passed. The normal guarded merge delivered in one attempt with linked board readback. All54 Core403 entries remain preserved; real tool/browser/locked-build and joined renderer/recovery qualification remain retained with the source review.

This accepts shared source only, as the original Done when declares. It does not accept coherent publication or installed adoption.
