Process fixes from the 2026-11-01 progress report: load-ceiling lane admission, review-finding triage, push before stop #5172

Work level: Delivery · Track: Follow-up · Intended Status: In progress

Owner

Root/fdev assigns one skill and tooling source owner and one independent reviewer.

Done when

These process fixes from docs/reports/progressReports/2026-11-01-083312Z-unified-v3-progress.md are in the governing skills and tooling:

  1. Load-ceiling lane admission. A small read-only fdev capacity probe reports CPU count, 1- and 5-minute load, MemAvailable, free disk and active heavy build processes. It prints admit or hold against stated thresholds (default: 5-minute load below 0.85×nproc, at least 6 GiB available, at least 20 GB free disk). The probe is tested. The work-board capacity guidance points at it, so Root checks it before each heavy launch. Heavy SDK and re-qualification lanes are admitted serially when it says hold.
  2. Review-finding triage before merge. Each finding from an independent review is classified fix-now (it affects this Delivery's acceptance or the safety of the changed code) or follow-up (a filed Delivery under OPS-MAINT) before merge. The classification is recorded in the verdict comment.
  3. Push before stop. Stop-with-handoff requires review repairs and in-progress work to be pushed to the PR branch (a draft or WIP commit is fine) before stopping, instead of saved off tmpfs as patches.
  4. Dispatch marker. Root briefs start with fsgg-dispatch: item=OWNER/REPO#N role=…, coordinated with the attribution Delivery.

Do not edit lifecycle-contract.md or status-lifecycle.md: the #5136 PR 6 contract amendment owns them.

Root/fdev scope note: item 4 (dispatch-marker guidance) is owned by #5171, so that the marker grammar and the capture parser land together. This Delivery covers items 1–3.

Root/fdev acceptance (decision 9): every linked PR is merged and none is open. #5173 merged as f15a0f60 and declares delivery-completes. The independent review asked for changes at 6274586c, then APPROVED the delta at 3ceb89b2.
