[COORD-EFF-02.1] Observe admitted operations in F# without model polling #4731
Description
Owner: Programme/root accepts the complete scoped Delivery and remains sole native/PR integrator. Existing observer source owner and independent reviewer retain their delivered evidence; all original operations and reservations remain preserved.
Done when: Canonical work-board can hand one explicitly admitted, already-running native operation to a bounded F# observer and receive one actionable compact result without model-turn polling of unchanged state. Extend current FS.GG.Coord.Core/GitHub/Cli collectors and qualified execution/ordinary-delivery adapters rather than build a second scheduler. Reuse existing routine-delivery watcher semantics where appropriate; a language-only port does not establish this result. Deliver pure state transitions plus typed IO adapters, actual CLI/skill invocation, preserved original-operation evidence, final exact-head required CI and one independent source review. Then use the genuine published/physically verified installed caller in one necessary bounded ordinary exact-head CI observation, retaining selected positive, changed-head/failure, interruption/restart/deadline and rollback scopes. No unrelated workload is replayed to generate acceptance. Keep source, publication, installed observation and full acceptance distinct; no version is selected here. Demonstrate zero extra model invocations for unchanged CI ticks, no loss of original Unknowns/reservations, no duplicated effects after restart, and explicit missing/unsupported/native-read gaps. Report available whole-family usage and coverage without making savings a fabricated completion condition.
Current deliverable: Full scoped acceptance established: reviewed F# source and required exact-head CI, coherent110 publication, physically verified isolated installed caller and selected published instruction discovery, plus one necessary ordinary native observation. Proposed design — deterministic coordination and token economy. This is implementation planning, not activated policy, execution authority or accepted delivery.
Proposed F# design
A pure module maps explicit policy/time plus the actual current native observation and existing attempt to ObserveOriginal, AwaitWithinDeadline or ReturnAttention. Typed results distinguish settled observation, changed head/owner, due deadline, material failure, missing/conflicting fact, unsupported profile and Unknown original effect. Readiness and semantic acceptance remain separate. Derive labels/reservation/request identity from the same source values; do not have the model retype native owner/head/argv fields. Current legacy DriverEvents/programme helpers are algorithms to assess, not authorization to restore retired V1 claims, mandatory packets or typed-return ledgers.
An impure adapter uses the current authenticated V2/native GitHub collectors, exact PR/head/job sources and existing bounded request/output/deadline mechanisms. Watch only the selected original operation; freshness reads have scoped provenance. Unchanged checks, timestamps or duplicate hints remain inside code. Missed events trigger authoritative reconciliation. Every watch has an original absolute monotonic deadline including cleanup; preserve it across bounded continuation and decline expiry rather than reset it. A compact terminal result or genuine decision/attention boundary wakes the parent once. Observation failure is not an empty or successful population. Account the F# observer's own process/CLR/native demand against its selected profile; no invented cgroup, namespace or private-proc guarantee.
Use existing private operation custody for original outputs and observation cursors. A cursor contains progress, not a second current-state/approval ledger. Bind existing issue/attempt/PR/head/source and required observation population; restart verifies them and refuses drift. Unknown effect state has no automatic retry branch. This first Delivery performs no merge, dispatch, release, cleanup of unrelated processes, native issue closure or live Status effect. It may return a deterministic status proposal under the accepted status-lifecycle contract; a separately admitted guarded planning writer/owner still supplies the effect. One green child PR cannot make its parent In review/Done. Keep the normal read-only inspector read-only.
Integration replaces the root's repeated calls that merely ask whether the same job has finished. Prefer a narrow canonical skill/CLI adapter to the existing watcher over rewriting all deterministic Python infrastructure. Preserve current non-watch ordinary-delivery behavior and product/retained binding behavior. Reuse unchanged accepted source/CI receipts only at their exact existing scope; do not cache live permission, head or capacity facts into authority.
Intended touch-set to reconcile before assignment: selected new/extended F# observer core under src/FS.GG.Coord.Core, typed GitHub/V2 observation adapter under src/FS.GG.Coord.GitHub, narrow CLI application/dispatch under src/FS.GG.Coord.Cli, focused observer/native-contract tests, tools/routine-delivery.py bridge only if necessary, and the canonical work-board observation/wait integration plus required mirrors/generated manifests. Do not reserve the whole repository. No competing edits to current receiver PR4726, Wizard4727 source, SDD1115 or the status-lifecycle PR4729; their results may be consumed after accepted delivery.
Verification: inject clock/transport faults in meaningful pure/adapter tests; replay unchanged observations with zero attention emissions; test duplicate notifications, changed head between reads, absent/partial pages, native failed/cancelled jobs, response acquisition failure, output cap, original deadline/cleanup reserve and observer cancellation. Test restart with exact original identity and missing/changed cursor without acquiring retry authority. Qualify the real installed route against a necessary ordinary native job with exact source/binary/runtime/result custody. Preserve first failures and independent readback. Roll back the affected observer integration to the existing bounded watcher with original identity/Unknowns retained. No repeated unchanged tests or second review chain is required beyond the normal relevant changes and final required CI.
