Programme /root owns programme reconciliation and the next adoption-owner decision. Coordination retains shared administrative producers; BAR, SC2 and FourD retain their product policies/qualification. No new implementation worker is selected.

Complete the remaining OPS-TYPED-01 selected shared and operational adoption: qualify each declared consumer/profile’s typed replacement and retirement through its existing acceptance route, with publication and installed/native obligations kept separate.

Current deliverable

Canonical helper/receiver source is delivered through Coordination #971, hub #4466/#4469 and selected consumer PRs. Genuine Coordination, Templates, SDD and BAR ordinary-route activations are accepted at their recorded scope; FsQuint activation and broader administrative retirement remain open. No new whole-outcome implementation PR is selected.

Decomposition under #4701: No new child is meaningful until its exact named supplier/candidate/genuine-work condition is supplied; Root retains accountable intake and the reopening event. Accepted evidence above retains only its recorded scope. Remaining full promise: FourD lifecycle ownership, declared administrative consumer/profile inventory, actual typed replacements, downloaded producer/receiver installation, native profile joins and old-route retirement remain scoped and explicit. Accepted Coordination/Templates/SDD/BAR ordinary activations remain accepted.

Next action

Existing FsQuint/Coordination owners attach the typed-entrypoint activation assertion to the next genuine routine change already needed by FsQuint. Recover that existing change/owner when present, then materialize/reuse its meaningful Delivery; inspect installed producer/consumer and retire only its proven old route. Do not create a synthetic change to produce a workflow run. No new child is meaningful until its exact named supplier/candidate/genuine-work condition is supplied; Root retains accountable intake and the reopening event.

Blocked on

Each adoption needs its actual published producer and installed consumer identity; native/contained actions retain their own enforcing backend and admission. Routine producer adoption need not wait for unrelated Linux containment. Source eligibility or an ordinary PR result does not prove retirement of the administrative population.

Current determining clarification under #4701: No genuine eligible FsQuint change is currently identified in the bounded openPR read; receiverPR44 is delivered source only. Missing activation evidence is not permission to dispatch an arbitrary helper rewrite. All other existing conditions and original uncertain effects remain retained; this clarification grants no new authority or reservation release.
