Add Cloudflare CI/CD scripts and update Wrangler configuration - #99

Add `cf-deploy` and `cf-preview` npm scripts wrapping Wrangler. Bump the Worker compatibility_date to 2026-10-01 and enable observability issues in wrangler.jsonc.
Replace ci.yml with a ci-cd.yml workflow that splits validation (format check, Astro checks) from the build, validates the Worker with a wrangler dry run, and uploads the build artifact on push. Non-main branch pushes now deploy a Cloudflare preview with a PR comment, and pushes to main deploy to production, both via the shared FOSSBilling/.workflows reusable workflow. Add cloudflare-events.yml to sync the preview PR comment on workflow completion and PR events. Also add concurrency groups that cancel in-progress runs except on main.

Include the Cloudflare Wrangler CLI for project development and deployment workflows.
Update CI validation and deployment to use the root `wrangler.json` instead of the config under `dist/server`.
