Precondition:
- Workspace has per diem rates.
- Disable Submissions in Workflows settings.
- Go to staging.new.expensify.com
- Open FAB > Create expense > Per diem.
- Create a per diem expense.
Expected Result:
Expense added growl will be shown after creating per diem expense when submissions are disabled.
Actual Result:
Expense added growl is not shown after creating per diem expense when submissions are disabled.
