Use a floating action bar for bulk actions #98651

Lets move bulk actions to a floating action bar, similar to
@dannymcclain will help us with finalizing the design for this, and then we'll move it to implementation on the spend page.
As a follow up, we'll move bulk actions for all other tables (via the TableComponent) into a similar floating action bar.

@JS00001 The Workspaces page bulk actions (#104171) are drafted in #104934, but that one is blocked on the backend changes. So I'm moving on to the remaining tables in the meantime, now that #102380 landed the
