[Due for payment 2026-11-05] [$175] [CFI] Payment history: open an active user's public profile from the Activity list #104548
I think I should be able to click on a member to open their public profile?
Goal
On Account > Subscription > View payment history > Payment details, pressing an active user in the Activity list opens that user's public profile.
Scope
Make the rows in PaymentActivityTableRow (src/components/Tables/PaymentActivityTable/) interactive. They are read-only today (interactive={false}).
On press, open the user's profile with DYNAMIC_ROUTES.PROFILE.getRoute(accountID), the same way the report participants page does in DynamicReportParticipantsPage.tsx:181.
Give the rows the standard table hover style and a row caret, like other member tables, plus a Sentry label.
Going back from the profile returns to the same Payment details page.
Acceptance criteria
Pressing an active user row opens their public profile.
Going back returns to the Payment details page for the same purchase.
Rows show hover and press feedback, and have an accessible button role and name.
Each row in the Activity list now opens that user's public profile. Rows also show the standard caret, hover feedback, a button role, and a Sentry label. Because the profile opens as a dynamic route on top of Payment details, going back returns to the same purchase.
The new UI test, typecheck, lint, the React Compiler check, and spell check all pass. I couldn't check it in the browser because the dev session showed a blank page. Please test it by hand on all platforms before you mark it ready.

@dukenv0307 maybe @nkdengineer could put up a PR for this or shepherd Melvin while you work on the remaining issues?
