10. Upstream the react-native-screens patches - add the needed options to react-native-screens so we don't have to maintain the patches forever. (comment 1, comment 2)

Problem
Two react-native-screens patches change the Android tab bar in ways the library has no option for. We will have to carry them through every upgrade until the library supports them.

• react-native-screens+4.28.0+003+android-tab-label-typography: bold label on the selected tab, and zero letter spacing on all labels.
• react-native-screens+4.28.0+004+no-android-tab-icon-tint: no icon tint, so the Account tab's avatar keeps its real colors.

What to do

• Open upstream PRs against react-native-screens that add options for these: selected label font weight, label letter spacing, and a way to turn off icon tinting on Android.
• Once released, bump the package, remove the two patches and update patches/react-native-screens/details.md.
