The Windows release apbs.exe links against python3XY.dll because PyGBe is enabled, but that DLL is not bundled.
On machines without the matching 32-bit Python, APBS fails to start with 0xC0000135 (STATUS_DLL_NOT_FOUND), as reported in #301 for 3.4.0 (python39.dll).
The Windows usage test hid this because it installed Python before running the package.

Changes:

  • Build the Windows package with ENABLE_PYGBE=OFF, matching the arm64 macOS package.
  • Remove the Windows-only setup-python step from the usage tests so CI verifies the package is self-contained.
  • Add a release note.

Linux and Intel macOS packages still include PyGBe.

Refs #301

Disable PyGBe in the Windows build so apbs.exe no longer imports an
unbundled pythonXY.dll, and stop installing Python before the Windows
usage test so missing DLLs fail CI.
