Show the lifecycle status on every tool, including not assessed - #18

Tool cards now carry the status badge, and a tool with no status shows NOT ASSESSED on its card and its page, with a short note saying nobody has checked it yet.

The lifecycle status was only visible after opening a tool, and a tool with no status showed nothing at all.
