The global gga config now forces codex with gpt-6.1-sol at medium reasoning for every repository. Align this project's .gga and drop the stale kilo notes.

Aligns this project's
.ggawith the global GGA setup (OpenAI Codex, GPT-6.1-Sol, medium reasoning, applied to every repository throughGGA_PROVIDERand a GGA-onlycodexshim in~/.config/gga). Removes the stale kilo notes; the kilo model this file relied on no longer exists. Config only, no code change.
