Deletes the 31-file plugins/effect-kit payload, its registry descriptor, and both marketplace entries; retargets the dependent test contracts (CI targeting, gate memo, tag identity, score vacuity, plan-lifecycle selftest, plan skill phases) to the two surviving plugins; edits every surviving prose reference. Frozen history under docs/plans/finished/ and released effect-kit--v* tags stay untouched. Closes #31
