P2 Failed runs lose logs

The upstream action lacks the fork鈥檚 fix for writing an execution file when a run throws, including when it reaches the 100-turn limit. Because the upload step requires steps.claude.outputs.execution_file, it skips those runs even with always(). This makes failed Claude runs harder to diagnose.
