Fix: Rewrite help text for Planner task deletion standard - #933

The helpText and docsDescription for PlannerBlockTaskDelete read like
implementation notes ("remediate wash", "idempotent PUT with no preflight
GET", Test-CIPPRerun). Rewrite them in plain language covering what the
standard does, who it applies to, the plan-deletion side effect and how
often remediation runs. Shorten the include groups label.
Classic standard: comment block + both standards.json copies.
Baseline: source definition (its own cache-based wording) + regenerated
baselineStandards.json.
