Reviewed the declared and hash-locked Ruff 0.16.2 patch update. The direct pin and generated lock move together, lint policy is unchanged, and exact-head lint, install, tests, 100% coverage/docstring, and security checks are successful.

Re-reviewed the rebased Ruff 0.16.2 patch update on its new exact head. The declared pin and exported lock remain aligned, the diff contains no policy or runtime change, and all exact-head lint, install, test, 100% coverage/docstring, OpenCode, and security checks are complete without failure.

Closing this generated update because its rebased exact head changes pyproject.toml and the exported requirements file but leaves uv.lock at Ruff 0.16.1, so uv sync --locked --extra dev fails before tests. PR #101 carries Ruff 0.16.2 into a verified regeneration of both lock representations and adds a permanent CI/Dependabot contract that prevents split or stale lock updates from being accepted.
