feat(diagnostics): publish framework-neutral package subpath

It packages the already-verified host-supplied writing-diagnostics contract through a framework-neutral public subpath. It does not expand Inkspan's semantic authority or introduce a model/provider/runtime integration.

Included package surface

• explicit @contextualwisdomlab/cwl-editor/writing-diagnostics export map;
• ESM bundle dist/cwl-writing-diagnostics.js and CommonJS bundle dist/cwl-writing-diagnostics.cjs;
• declarations at dist/writing-diagnostics/index.d.ts plus sourcemaps;
• strict bounded diagnostic validation, redacted error types, exact text-projection constants, structural projection mapping, and W3C text-position selector resolution;
• dedicated Vite declaration/build configuration;
• real packed-tarball ESM, CommonJS, SSR, strict TypeScript, and authority-bounded consumers; and
• package scans that reject external runtime authority, dynamic loaders, ambient network/credential access, and UI or collaboration runtime dependencies.

The emitted subpath does not initialize React UI, browser DOM, Yjs/provider/awareness state, model providers, network clients, credential stores, persistence adapters, Naruon, contextual-orchestrator, or email/thread/recipient context. ProseMirror appears only as an erased structural input type.

Inkspan does not generate grammar, tone, clarity, pragmatics, technical-quality, or actionability judgments. No keyword, regex, phrase-list, language-name, sender-domain, recipient-count, nearest-text, or positional fallback exists.

Exact restack lineage

The prior proof on cb49b1a6d646b5ba15f6aa88e568adf323fe05fc is historical only. This lane was non-force restacked by two-parent merge commit onto current #281 head 48ed047556e2ce0dcf34aecb94f326dcaaa104f8, preserving only its eight owned package-surface paths. No protected branch or prior stack branch was rewritten.

This PR does not publish npm, create a tag or GitHub Release, change the package version, or bypass branch protection. #285 owns downstream hostile-input, browser, and release-provenance assurance.
