Superseded by #780, which updates the complete CodeQL lifecycle to the same reviewed v4.37.6 commit in one atomic PR and adds a repository-wide consistency regression contract. Keeping the split init-only update open risks a mixed Action revision, so this leaf PR is being retired without reusing its checks or reviews.
