Duplicate and superseded

This PR reopens the same branch and 14-file diff previously closed as #84. Its schema independently owns migration ordinal 0018, ADR number 0013, and an incompatible run/source/status vocabulary, while PR #83 is already the canonical additive Milestone 2 registry on the protected post-#74 product line.

Keeping both PRs open would create two authorities for the same product facts and an impossible migration/ADR collision. The useful non-overlapping Python repository and source-redacting projection work remains preserved on this branch for a later slice stacked on #83's final verified schema.

Closing this temporary duplicate without deleting its branch or evidence.

Superseded by #83. Part of #79.
