The first draft targeted #264 directly and reused v2.18.0 / ADR 0090, which collide with #265's authenticated Global Ask MCP release. No product implementation commit landed on this branch. The replacement must target
agent/authenticated-global-ask-mcp-v2180, use v2.18.1 / ADR 0091, and preserve #265's MCP input/rate-limit contracts while strengthening the shared semantic source assembler.
