feat: name Weekly VOC on Board as an ISO-week list filter (v2.12.0)

After seed, open Board and click Weekly VOC. Public post (2026-01-01Z → 2026-W01, Voice of Customer) stays. A same-week Voice of Market memo and an earlier 2025-W52 Voice of Customer post leave the list. Next action: Voice of Customer posts for 2026-W01 are current; open a post to read Event Lineage.

The week is the latest ISO-8601 week among authorized VOC posts already loaded. It is not the operator laptop clock (seed is January 2026). No TEPP theta. No fused RankWeave score.

Rebased onto current #258 head af01258 (preserve named source evidence). New exact head: 43756e7. Previous 72c66a3 is obsolete for approval. Independent current-head APPROVE required on 43756e7. I will not self-approve.

Superseded by the Weekly VOC + Event Lineage increment stacked on current #258 (checkbox VOC filters, not this stale select). This PR is on af01258 while #258 has moved; cherry-pick would conflict on typeFilter. Closing as not planned once the replacement branch is pushed. Independent review stays on the live buyer path.
