The README labeled the broader research/directive checklist as the current production exit gate, even though the stateless API has a separate approved release scope. Point API users to its production contract and add a scope notice to the research roadmap.
Training and empirical publication remain outside the no-collection API launch; host/image security, rollback, runtime, TLS/key isolation, operational controls and consumer acceptance still require evidence. No readiness or production approval is granted.
Validation: git diff --check passes; Standards and Spec reviews each report zero actionable findings. Documentation-only change: c3r/, deploy/ and tests/ are unchanged from base 2073475. No new tests were added for this navigation/clarity edit.
