Cross-account context successors must retain their original request session allowance rather than acquire a new session cap. ObjectiveLedger now binds a successor to the same cumulative spending group, outstanding reservations, original deadline and captured completion assignment. Idempotent replay preserves that assignment even after the source is reassigned. No configuration approval, allocation or spending counter is reset.
Includes the account/build workflow spec, dependency ledger and implementation/review evidence coordinated with https://github.com/ecochran76/codex-profiles/pull/1. All seven child tickets372–378 are closed against their supported source/installed delivery targets.
Validation: public regression red then green;14 objective-owner tests,3 request-admission tests and3 completion-reserve tests pass. Matching installed profiles/Wake wheels pass7 WSL acceptance groups plus13 upgrade tests, including actual native paginated import, source preservation, shared spending/deadline and retained completion purpose. Profiles separately has108 local tests per Python3.11/3.12 and20 native auth-storage checks. One continuation review round and one TDD remediation pass completed; exact accounting artifact/import identity is now recorded. Final correctly provisioned PR CI is full-suite authority; an optional local attempt without the MCP extra was interrupted after errors and is not reported as passing.
Native goals remain deferred; automatic native-goal/lifecycle-goal transfer and compressed ancestors are unsupported holds. No governor activation, resource renewal, model turn, shared restart or production deployment. Source activation requires matching packages; runtime evidence does not imply production cutover.
