Qualified handoff successors currently fail optional supervision unless the operator copies an internal allocation ID. This patch resolves the uniquely verified source allocation and inherits its accounting basis when omitted, preserving original usage, deadline, exhaustion and governor deactivation. Agent guidance consistently allows already-authorized manual handoff continuation without reset, enrollment or repeated approval; an unrelated old goal is not a global lock.
Public MCP regressions went red before the fix and green afterward, including cache-inclusive accounting. The54affected tests passed; pinned Ruff, policy wiring and whitespace checks passed. Primary Standards/Spec review found and resolved conflicting workflow guidance. Version0.22.0.dev2 distinguishes future installations. Plan0178 records exact evidence and the requirement matrix.
No live goal/resource changes, governor activation, native restart or provider call. Ordinary Markdown reads are not claimed as verified lineage/metering. Native missing-output panic repair is separate in#364. This PR resolves the bounded source/instruction portion of#365; installed/resident verification remains separate.
