The fixed #360 shared-idle refresh expired without attempting reload. Record the terminal result in plan0176, deployment evidence and the active-lane projection so source installation cannot be mistaken for resident connection acceptance. #360 remains open: installed commands are0.22.0.dev1, while actual native catalog is0.21.2 and model-facing list still returns policy_denied.
Validation: terminal receipt reconciled without retry; fresh native catalog and actual MCP list checked; original SoyLei ID/key/prompt/policy/attempt history preserved against backup, monitored loop ready, due2026-10-27T01:21:37.949431Z and expiry24h later. Expired LitScout remains failed. Existing blocked goal and masked governor unchanged. Documentation-only change; git diff --check passes. No new source tests needed. HF-20 recurrence and successful-refresh goal continuity remain unqualified.
Plan: docs/dev/plans/0176-2026-10-26-durable-scheduling-repair.md. No runtime effects from merging this evidence update. Prior PR361/362 source matrices each passed1728tests/1skip; those results are separate from this documentation change.
