Final published candidate d69408e: CI40245516330 PASS both Python3.11/3.12, full1723-test suite with1skip each, package/plugin/installed-wheel gates. All seven child tickets351–357 CLOSED; one formal Standards/Spec review and one TDD remediation pass completed; all3 accepted findings addressed. PR is ready for integration review; no merge/deployment claimed. Plan0175 source delivery CLOSED, final CI boundary now resolved by this exact readback. Production watcher remains masked/inactive; original allocation unchanged. |

Merged and deployed commit1a315643c64c332d2ada289474c46bde42d50b63 (0.22.0.dev0) to the host versioned prefix Switched5 command links and updated2 installed skill copies. Restarted9 existing Wake services; fresh PID command lines identify the new prefix and all9 are active. All16 root enrollment choices preserved; all9 enabled supervisor roots fresh/ready. Previous service PIDs terminal. Installed product smoke and actual stdio MCP initialize/list-tools PASS (84tools). The first MCP diagnostic failed only while formatting serverInfo with the new SDK; corrected to server_info and retained the diagnostic log. Governor watcher remains masked/inactive, with no allocation renewal, work resumption or automatic admission enablement. Separately pinned webhook fixture and native server retained. Existing client MCP connections may retain their previous processes until ordinary reconnect; no forced client replacement claimed. Rollback prefix ce1ad93 and user-scoped backup manifest retained. The governor now announces its scope, limits and interventions to the model and operator, and supports durable scoped deactivation without inference, renewed resources or automatic work resumption. Compact assignments inherit the operator choice; early host qualification, atomic request admission and protected acceptance/review/remediation funds prevent runaway work from consuming the closure path.
Implements child tickets #351, #352, #353, #354, #355, #356 and #357 under specification #350. All seven are closed from source and acceptance evidence. Plan:
docs/dev/plans/0175-2026-10-25-transparent-governor-delivery.md.Validation: one independent Standards/Spec review against ce1ad93…545ec79 and one TDD remediation pass addressed all three accepted findings. The final presubmit receipt binds Ruff, policy wiring and17 affected public-seam tests to the candidate/runtime/environment. Actual pinned native server plus stock0.164.0 TUI proves visible activation, denial before forwarding, protected completion funding within the original207-token cap/deadline, zero-inference deactivation at zero allowance, peer preservation and empty owned-process cleanup. Curated review and red/green evidence:
docs/dev/evidence/plan0175/review-and-tdd.md. Final successor release-gates CI40245516330 PASS on Python3.11/3.12 at d69408e, including the full1723-test suite (1skip), package/plugin and installed-wheel checks. The intermediate reason-code compatibility failure was corrected without weakening dispatch refusal; first failure history remains in the evidence.Hard admission is qualified only for an explicitly selected HTTP Responses path with reviewed, provider-enforced whole-request bounds. Arbitrary providers, WebSocket/compact/bypass routes and installed production hosts are not qualified by the inert local fixture. No service unmasking, native replacement, deployment, external provider calls or renewal of the exhausted original campaign occurred.
