docs: save parallel wave delivery and final handoff

Save the September 8 parallel issue wave at the maintainer's requested wrap-up checkpoint. STATUS and MASTERPLAN record the nine merged PRs and the delivered Capture repair, synthetic benchmark tooling and frontend instruction correction; the curated handoff separates those from four open implementation PRs and their remaining CI gates.

OUTSTANDING_TASKS adds an unchecked maintainer-review checkpoint for the current dependency/CI queue and the coordinator's #2772 merge error. That dependency PR was merged without the required maintainer-own review despite green CI and independent review; no retrospective approval or acknowledgement is inferred. Partial foundation issues, finite review budgets, external-overhaul ownership, API-quota limitations, evidence preservation and exact resume points remain explicit.

Validation at d09631b against base 0a02085: node scripts/check-doc-links.mjs (666 Markdown files, zero broken links), node scripts/check-docs-governance.mjs and git diff --check passed. Fresh Luna review completed with no C/H blocker; this PR remains open for review and required CI after the session closes. No runtime, release, account, settings or production-data change.
