feat(oecs-hub): first-class bifrost and promptSuggestions values - #4

oecs-hub's internal/promptsuggestion needs an LLM (via Bifrost) to generate
the chat empty state's suggested prompts. These were previously only
reachable through extraEnv - now modeled as proper chart values:
- bifrost.baseUrl / bifrost.model -> config.yaml's bifrost block
- config.promptSuggestions.{refreshInterval,poolSize,returnCount} ->
config.yaml's promptSuggestions block (defaults match the app's own)
- secrets.bifrost.apiKey (inline value or existingSecret, key
"bifrost-api-key") -> OECS_HUB_BIFROST_APIKEY; omitted when unset
Bumps chart version to 0.1.6.
