Follow-up to the eMudhra/emSign CA incident (python.org advisory, uv GHSA-hq85-5cpj-mr62): pick up the shared-action releases that make uv 0.13.5 the default.

CVector-Energy/python-test: v1.1.0 → v2.0.1. v2.0.1 installs uv 0.13.5 by default instead of 0.11.2, which still trusts the revoked eMudhra/emSign root.ubuntu-24.04. The inputs are unchanged.Tracks PD1-1542.
