• Parse local link addresses only for local publishers so H1 v3 uses the remote generator's link plan.
• Add capture-to-measure regression coverage for remote and local configs, include it in the H1 selftest, and document address ownership.
• Verified build, 111 C++ tests, 122 Python tests, static analysis, harness gates, and a local v3 ramp with stock/measured confirmation.
• Frozen v1/v2/v3 rules are unchanged. The existing source-invariant failure matches main byte-for-byte.
