• Add explicit H1 v3 ceiling ramps and 80% confirmations while preserving v1/v2 rules and tests.
• Bound each cell and retain quality counters, per-sample progress, ceilings and measured NIC rates.
• Document configuration, confirmation step-down and limits.
• Verify with the native build, 112 CTests, 120 Python tests, harness selftests, workflow contracts and static analysis. Existing C++ warnings remain; live qualification is not claimed.

The local invariants check also fails on clean main because of pre-existing source differences unrelated to this change.
