Initial scaffold: netnotify service, sources, providers, queue, CI and packaging

Motivation

• Introduce a universal notification gateway to receive monitoring alerts (initial path: Netdata health_alarm_notify) and route them to providers such as GoWA/WhatsApp with queueing, retry, deduplication and rate limiting.

Description

• Add core application entrypoint and CLI with cmd/netnotify/main.go and internal/cli/root.go and application runner in internal/app/app.go.
• Implement configuration loading (internal/config), structured logging (internal/logger), domain model (internal/domain), queue with dedup/retry/throttling (internal/queue), HTTP server and endpoints (internal/server), Netdata source parser (internal/source/netdata), GoWA provider implementation (internal/provider/gowa) and provider registry (pkg/provider).
• Add template rendering (internal/templates), provider/source interfaces (pkg/provider, pkg/source), unit tests for queue and parser, and example templates in templates/.
• Add repository/ops files: README.md, CHANGELOG.md, CONTRIBUTING.md, SECURITY.md, Dockerfile, docker-compose.yml, build/systemd/netnotify.service, installer scripts in scripts/, goreleaser.yaml, go.mod, and .github/workflows/ci.yml for CI and packaging.

Testing

• Ran go test ./... which executed unit tests (including internal/queue/queue_test.go and internal/source/netdata/parser_test.go) and they passed.
• Ran go vet ./... and it completed without errors.
• Added CI workflow at .github/workflows/ci.yml that runs go test ./..., go vet ./... and a Docker build job (build only, push: false).
