Summary

Preserve complete release notes when changelog examples contain Markdown headings. Update callers to the merged, tested fence-aware github-workflows correction 7857565a0fbbf7a4569147044d14eb7350df82c3 (github-workflows #33).

• Use the corrected shared validator/publisher from an immutable merged commit.

• Shared foundation validation: 34 Python tests and the npm partial-publication test pass on the pinned implementation.
• Application code and dependency manifests are unchanged; complete project checks remain enabled in CI.
