Record the exact recovery point after the interrupted migration: Cloud E2b has local round-3 commit c1dd07b beyond PR #147, and ArcForges N2b has WIP 8be90ff. N1 and N2a are already merged and must not be repeated.

The owner renewed sequential AF-CTR-01 through AF-CTR-11 execution and explicitly allowed MOCKED development acceptance for unavailable owner-only integrations and real-device validation. The note preserves truthful evidence labels, disabled unconfigured live features, native host checks, independent review, and the instruction to stop if Windows MCP/network stays unavailable.

Only two ledger notes were added through tools/plan.py; no graph states or acceptance criteria were changed. Coordinator reviewed the diff under the state/evidence-only Plan exception. python tools/plan.py validate --design <Design 611dda6 tree>: 0 errors, 63 tasks, 17 milestones. Required host verification is pending.

Prepared with Codex.

Host verification at 5ab6c50fecc1fca1b6b162fd2ca42c0a4b5c68b5: Windows PASS (4 steps, 5 s), Linux PASS (4 steps, 25 s), both against Design main 611dda6. Linux initial launcher was interrupted before reporting; the detached rerun completed successfully. The coordinator reviewed the two ledger-only additions; no independent review is required for this record-only change (execution-policy §4).

Record the recovered E2b and N2b commits, sequential continuation, and the owner instruction to use mock evidence for unavailable owner-only acceptance.
