Windows startup disabled hardware acceleration on every machine, forcing software rendering and decoding even when a working GPU was available. Restore Chromium's default hardware acceleration while retaining the explicit
--disable-gpucompatibility fallback, existing startup safeguards, and Chromium's driver blocklist.Add startup-policy regression coverage and a native GPU smoke runner that plays an independently generated, buffered 720p clip through Harbor. Update release metadata to 2.3.6 and preserve the software-rendered smoke-test default.
Validation: independent review found no actionable findings; consumer checks, source GPU playback, isolated packaged-app smoke, and packaged native GPU playback passed. The startup-policy regression fails against the old blanket-disable behavior. Packaged verification used the AMD Radeon 780M; this demonstrates functional local buffered playback and available acceleration, and does not establish that remote-provider buffering is fixed. Saved user profiles were isolated. Final commit diff check passed.
