Release Copilot idle hooks after native cancellation - #2095
Cancelling a Copilot turn, or choosing Send Immediately for a new owner message, can leave Relay's waiting agentStop hook running until its 59-minute deadline. Release that wait when the native journal records cancellation, a new user turn or a session error, while leaving offered Relay messages available for the next valid hook.
The check anchors the current hook to Copilot's native input timestamp, validates the configured journal's file identity and length, and reads at most 64 KiB of control records. Earlier cancellations cannot cancel a later wait; replaced, truncated or unreadable journals release the waiter safely. Unix reads refuse symlinks and special files without blocking. Timestamp-free legacy stops retain their existing idle delivery. This change does not address MCP proof freshness or establish full Copilot end-to-end verification.
Queue regression verifies cancellation leaves a message offered, and a later valid hook can claim it.

Linux and Windows checks were not run locally; the Windows control-reader counterpart is included. No live hook installation or deployment was performed.

Copilot end-turn stop hooks now include a session journal snapshot when available. The relay checks the journal for cancellation before idle-stop handling or inbox lookup. Journal verification failures also cancel the wait.

Summary
Journal snapshot and cancellation scan crates/relay-node/src/relay/copilot/stop_wait.rs, crates/relay-node/src/relay/copilot/stop_wait/tests.rs
The stop-wait module validates journal identity and size, scans records for a matching stop and later cancellation events, and treats unverifiable reads as cancellation. Tests cover scan outcomes, snapshot boundaries, and journal validation.
Stop-hook snapshot and wait input crates/relay-node/src/relay/cli/copilot_hook.rs, crates/relay-node/src/relay/copilot.rs
The hook captures a journal snapshot for end-turn stop events when available and forwards the timestamp. Tests verify timestamp forwarding and reject caller-supplied journal data.
Cancellation checks before hook answers crates/relay-node/src/relay/copilot/sessions.rs, crates/relay-node/src/relay/copilot/stop_wait/tests.rs, CHANGELOG.md
End-turn stop handling returns no answer when the journal reports cancellation, before idle-stop handling or inbox lookup. The macOS integration test checks cancellation, offered-message retention, and legacy stop inputs. The changelog records the behavior.

Full details: Description check
Explanation
The description gives a clear, detailed account of the change: releasing Copilot's idle agentStop wait on native cancellation, a new turn, or a session error, while keeping offered Relay messages available. It also includes validation results and scope limits. It does not follow the repository template: it has no ## Summary heading, no ## Test Plan checklist (the checkboxes for tests and manual testing are not ticked), no ## RelayFlow Proof section, and the required relay-pr-proof:type and relay-pr-proof:case values are still placeholders. The Screenshots section is optional and can be skipped when not applicable. The RelayFlow proof is a required element of the template, and the description does not provide it. The validation numbers also differ from the PR objectives (46 passed here versus 43 in the objectives), which should be reconciled.
Resolution
Add a ## Summary heading above the existing overview text. 2) Under ## Test Plan, tick the applicable boxes or state the outcome: 'Tests added/updated' (the stop_wait tests and the macOS integration test were added) and 'Manual testing completed' (state clearly that no live hook installation or deployment was performed, or complete it). 3) Replace the replace-me placeholders under ## RelayFlow Proof: set Change type to bugfix (this is a user-visible behavior fix) and set RelayFlow case to the case ID for the single case added under tests/relayflows/cases/<case-id>/. If no RelayFlow case was added, add one before merge. 4) Reconcile the Copilot Rust suite count: the description says 46 passed, while the PR objectives say 43 passed. Confirm the correct number and update whichever source is wrong.

The test calls hook_answer directly, so it cannot detect a cancellation response that leaves the CLI polling. Add a test that starts a waiting hook, appends an abort, and verifies that the hook exits promptly.
