Heads up before this merges: on current dev (f769be4) this PR fails two internal/session laws that landed after its CI ran. Dev alone passes both.

• TestTheFixedPrefixStaysUnderItsBudget: fixed prefix 57,380 bytes, over its 57,218 budget by 162. TestTheLeanPrefixStaysUnderItsBudget: 49,615, over 49,590 by 25. Dev had only 25 bytes of headroom, and the new report format adds 179 to system.md.
• TestABeltWorkerReadsTheBeltsPagesAndNothingElse (prompt_belt_pages_test.go:58): "the sentinel "no closing offer" is no longer on prompts/system.md". The rewrite dropped that phrase, and the test uses it to prove belt workers don't get the chat's pages.

Either trim ~180 bytes from the prompt addition, or raise the waiver in prefixbudget_test.go together with PERF.md. Then keep that phrase, or move the test's sentinel to one the chat page still says.
