PERF.md: the prefix budget table says the caps the gate enforces - #1033

The waivers were raised by 150 on each arm in the commit that made them, with the reason in the code comment, and this table was never opened — which is the one thing the performance law forbids: a cap that changes changes the doc in the same commit. The table now reads 53,291 and 45,066, over the targets by 5,291 and 13,566. Closes #1030.
