Add a semantic kernel plugin that can be used to read and write files from the local file system

It would be nice to have a FileIOPlugin class that can be used by Semantic Kernel to perform actions on the local file system. It should at least have methods for:

• List files in a folder
• Read the contents of a file
• Write content to a file
